建筑模型网消息,国务院发展研究中心技术经济研究部“依靠技术进步和创新促进增长方式转变”课题组近日完成了一份关于转变水泥产业发展方式的调研报告,提出要依靠技术创新推动产业发展方式转变,并且逐步消除制约循环经济发展的制度性障碍。
目前,我国水泥产量占世界水泥总产量一半以上,产业能耗高、污染重,温室气体排放量所占比重大,产业整体水平与世界先进水平相比还存在差距,是转变经济发展方式的重点领域。
调研报告认为,我国水泥产业目前已进入依靠技术创新促进发展方式转变阶段,发展循环经济提高经济效益、实现环保节能的潜力很大。水泥产业发展循环经济带来节能环保效益的同时也有良好的经济效益,但由于一些体制、机制性问题,发展缓慢。为推动我国水泥产业技术创新,转变发展方式,须逐步消除制约水泥产业发展循环经济的体制机制障碍,通过完善支持节能环保的政策法规、经济激励等方式推进产业发展方式转变。
